Wuhan City 2022 Greening Mission Plan
In order to earnestly implement the energy of the 14th Party Congress and the city’s “two meetings”, accelerate the creation of a new era of ecological and livable city, and effectively complete the city’s greening mission in 2022, this plan is specially prepared.
1. Target request
(I) General request
Using the socialist thinking of Chinese characteristics in the new era as guidance, we deeply implement the concept of “green water and green mountains are golden mountains and silver mountains” to support The 14th “Wetland Convention” will be a contract, comprehensively creating international wetland cities and national ecological garden cities, implementing greening throughout the region, actively creating wetland flower cities, promoting the high-quality development of greening garden forests, continuously improving urban ecological quality, and striving to create a world-class ecological city.
(II) Important goals
In 2022, 1,000 kilograms of green land will be built in the city and 20,000 trees will be planted. Implement the “6 100” Green Huiping Campaign, build 100 parks of various types, 100 kilometers of green roads, 100 kilometers of Lintu Road, and 100 green stations, complete 100 green areas of green accumulation, and reuse the park to build 100 sports facilities. (II) Focus on ecological livability and actively create a national ecological parkland city
1. Create a national ecological parkland city. In accordance with the request of the Ministry of Housing and Urban-Rural Construction on the Application and Evaluation Governance Regulations of the National Park Forest City (Jiancheng [2022] No. 2), the city will be qualified one by one, and the city will be responsible for the application and inspection tasks. Optimize the perfect urban green system, continue to implement greening improvement throughout the region, build 1,000 kilograms of new green land, and focus indicators such as urban green coverage rate, per capita park green aerial area, and urban forest road coverage rate to ensure comprehensive compliance.
2. Implement the Qianyuan Project. With fair planning and layout, 100 parks of various types (including 80 pocket parks), and 1,000 parks of various types in the city have been built by the end of the 14th Five-Year Plan period. (III) Strengthen forest supervision and vigorously promote the implementation of forest chiefs
1. Comprehensively follow the forest chief system. The forest chief has established a smart and comprehensive governance platform, supervised the implementation of the responsibility system of the “fourth-level forest chief + forest guard” and implemented the listed governance of the responsibility chief responsible for the region and the network governance of forest guardians, and improved the ecological capacity and provided ecological support for urban development.
2. Strengthen forest resource governance. Strengthen the planning and discipline of project land use, strictly control the land and log the forest limit. 3. Ensure the safety of forest resources. Carry out forest fire risk census, apply forest fire prevention pre-warning monitoring and guidance systems, and implement the “Huang Liuhe Ren” four-in-one monitoring. Strengthen forest fire prevention patrols and fire source control to ensure that no major forest fires and personnel accidents occur in the city, and the benefit rate of forest fires is less than 0.9‰. Improve the provincial and urban joint prevention and control mechanism, and strengthen key pest-free prevention and control tasks in forestry such as pine wood cysts and american white moths.
(IV) Build beautiful villages and continue to promote scientific greening
1. Implement afforestation greening.
